The University Council, on recommendation of the Commission on Undergraduate Studies & Policies, unanimously approved a resolution concerning transfer credits for students participating in NSEP and ISEP.

Following is the text of the resolution as adopted by University Council.

WHEREAS, students receiving need based financial aid may not participate in domestic or international exchange programs and continue to receive aid because of the Virginia Tech policy on transferable coursework, and

WHEREAS, Virginia Tech is a participant in the National Student Exchange (NSEP) and International Student Exchange (ISEP) programs in order to provide more opportunities for its students to experience educational and cultural diversity, and

WHEREAS, the Department of Education guidelines (reference 34 CFR 600) require that colleges entering into financial aid consortium agreements count courses at host institutions as if they are taken at the home institution, and

WHEREAS, students participating in NSEP and ISEP pay tuition and fees at Virginia Tech while attending the host institution, and

WHEREAS, preapproval of courses by department faculty assumes that said courses are equivalent to those offered at Virginia Tech which the student is substituting in their program of study,

THEREFORE, BE IT RESOLVED that all courses taken by Virginia Tech students at host institutions while participating in the National Student Exchange and International Student Exchange programs will receive credit without grades, as if they were taken at Virginia Tech.
