The University Council, on recommendation of the Commission on Faculty Affairs, unanimously approved a resolution concerning the Reduction in Force for Program Restructuring or Discontinuance. Changes to the relevant Handbook section will be provided by the Provost's Office.

Following is the text of the resolution as adopted by University Council:

WHEREAS, the Board of Visitors approved a resolution at their August 1994 meeting asking the President to direct the Commission on Faculty Affairs to reconsider personnel policies related to reduction in force due to program reorganization in light of the need for increased accountability and changed economic and political circumstances; and,

WHEREAS, the Commission on Faculty Affairs has developed a policy for reductions in force related to academic program restructuring or discontinuance that require alteration of faculty contracts. The new policy provides for 1) oversight by a steering committee with representatives from relevant governance commissions and greater consultation with affected parties; b) a direct relationship between faculty identified for termination and specific programs to be restructured or discontinued; c) a shortened period of notice, three rather than five years, for affected tenured faculty; and d) a more explicit statement of institutional obligation for transition assistance in the form of reassignment or retraining of tenured faculty when possible and appropriate, or for support while seeking a placement elsewhere should that be necessary; and,

WHEREAS, the Commission has kept the university community informed of its deliberations through Spectrum, posting drafts on the university gopher, and scheduling discussion of the policy at Faculty Senate meetings, incorporating input from all parties as possible and appropriate;

THEREFORE, be it resolved, that the entire section 2.11.3 of the Faculty Handbook be replaced by the following new policy titled, Reduction in Force for Program Restructuring or Discontinuance.

This resolution will become effective on the date of final approval of University Council.
