The University Council, on recommendation of the Commission on Research, unanimously approved a resolution governing SPECIAL RESEARCH FACULTY APPOINTMENTS. This resolution, effective immediately, will result in changes to sections 2.4.2.-2.4.4 of the Faculty Handbook, as well as the renumbering of sections 2.4.5, 2.4.6, and 2.4.7.

Following is the text of the resolution as adopted by Council.

WHEREAS, the university now recognizes special faculty appointments of Research Associate, Research Scientist and Senior Research Scientist, and

WHEREAS, the number of such appointments has increased due to growth in research and related activities, and

WHEREAS, questions regarding appropriate use of the titles, management of fringe benefits - e.g. annual leave, sick leave and separate identification of post-doctoral associates have been raised,

THEREFORE, LET IT BE RESOLVED that designated sections of the faculty handbook be amended according to the following language.

The following Special Faculty Appointments are intended to promote and expedite the research activities of the University. In special circumstances, they may be appropriately used by other divisions. The procedures of the Equal Employment/Affirmative Action Office for advertising, interviewing and selection appropriate for the position (full-time, part-time, length of appointment) must be followed.

2.4.1 As now constituted.

2.4.2 Research Associate

Appointment to this rank is reserved for persons who are working on research projects under the supervision of a principal investigator. Persons appointed to this rank must as a minimum hold a baccalaureate degree. Appointment is on an annual basis and is indefinitely renewable. Original appointments including rank, salary and other conditions must have approval of the Department Head before an offer is extended. Position benefits are described in Section 2.4.7.

2.4.3 Senior Research Associate

Appointment to this rank is reserved for persons who are working on research projects under the supervision of a principal investigator. Persons appointed to this rank must as a minimum hold a Master's or equivalent advanced degree. Persons in this rank may be the principal investigator on a grant or contract in very specific circumstances approved by the Department Head and College Dean. Appointment is on an annual basis and is indefinitely renewable. Original appointments including rank, salary and other conditions must have approval of the Department Head before an offer is extended. Position benefits are described in Section 2.4.7.

2.4.4 Postdoctoral Associate

Appointment to this rank is reserved for persons who have recently completed a doctoral degree and are engaged in research for a restricted period (usually 2-4 years) under the direction of a faculty mentor prior to entry into a professional position. Funding is usually from a grant or contract or a postdoctoral fellowship. Appointment is on an annual basis. Original appointments including rank, salary and other conditions must have approval of the Department Head before an offer is extended. Position benefits are described in Section 2.4.7.

2.4.5 Research Scientist

Persons appointed to this rank are required to have a doctoral degree. Qualifications are consistent with those for appointment to Assistant Professor or Associate Professor. Appointment is on an annual basis and is indefinitely renewable. Original appointments including rank, salary and other conditions must have approval of the Department Head before an offer is extended. Research Scientists may serve as principal investigators on grants and contracts with approval of the Department Head. Requests for appointment at this rank must be approved by the Office of the Provost. Position benefits are described in Section 2.4.7.

2.4.6 Senior Research Scientist

Persons appointed to this rank are required to have a doctoral degree and have research qualifications consistent with those for appointment at the rank of Professor. Appointment is on an annual basis and is indefinitely renewable. Original appointments including rank, salary and other conditions must have approval of the Department Head before an offer is extended. Senior Research Scientists may serve as principal investigators on grants or contracts with approval of the Department Head. Requests for appointment at this rank must be approved by the Head or Director of the department or division in which the appointee will serve with the advice of the appropriate departmental or divisional committee, endorsed by the College Dean, and must also be approved by the Office of the Provost. 2.4.7 Special Research Faculty Appointments - Benefits

Tenure cannot be earned in these ranks and service is not applicable toward probationary faculty service. Faculty fringe benefits apply except for sick leave. Sick leave is earned at the rate of 10 hours per month. When a
